Misrad HaKlita (Aliyah & Klita Ministry) is the Israeli government ministry handling immigrant absorption. It is distinct from the Sokhnut: the Sokhnut works in the diaspora, Misrad HaKlita works on the ground in Israel. Services include sal klita (immigrant package), ulpan funding, employment counseling, vocational retraining (haskhara meqtzo'it), legal advice, and social services. Headquarters are in Jerusalem with regional offices nationwide; one recent high-profile minister was Pnina Tamano-Shata, an Ethiopian-Israeli who served from 2020 to 2022.
Cultural note, Misrad HaKlita is the bureaucracy you navigate post-arrival. Most olim spend 2-5 years in their dossier, registering address changes, accessing benefits, applying for additional Hebrew tutoring, requesting employment retraining. The kupat klita (absorption fund) provides a monthly stipend of roughly 1,000-3,000 NIS for the first 6-12 months depending on family size. Bureaucracy is heavy: bring your documents, expect 30-60 day processing windows. As of 2024, much processing has moved online via gov.il and the Misrad app.
