Israeli government Hebrew is its own dialect, dense, passive, archaic in places, riddled with acronyms. Every oleh meets it: Bituach Leumi forms, Misrad HaPnim notices, Mas Hachnasa letters, court summonses. At B2 you can read most government correspondence, fill standard forms (Tofes 17, Tofes 101, Tofes 1301), and decode the rights/obligations sections. The portal gov.il consolidates most processes online.
Cultural note, Government Hebrew prefers passive constructions ("ייגבה תשלום", "payment will be collected") over active. Formal vocabulary often uses Aramaic-derived legal terms ("בכפוף ל", subject to, "לאלתר", immediately). Many forms still mix Hebrew terminology with English loanwords ("דוח" doch but also "form 17"). Reading old kupa or iriya letters is harder than current ones, bureaucratic Hebrew has been simplified post-2010.
